(#9876) Base Optical Bus Adapter

#9876 provides two HSL optical ports and can be selected as base with a new order for #0588, #0595, #5088, #5094, #5095, or #5294.

Migration of existing #9876s to new iSeries servers is allowed. Existing #9876s would be installed in migrating expansion towers/units (#5074, #5079, #5094, #5294, #0595, and #5095).
